Phil Smith, Michigan State University

PHILIP R. SMITH(PhD) has an established record as an educator, administrator and consultant. Dr. Smith is Professor and Senior Advisor Emeritus(School of Human Resources and Labor Studies /and University Strategic International Alliances) at Michigan State University(MSU). During his tenure at MSU, professor Smith served in a number of administrative capacities including dean, associate dean, department chair, director of the Center for Integrative Studies in Social and Economic Sciences, and director of the Institute for Public Policy and Social Research(College of Social and Economic Science). He is the past president and board chair of the Economic and Business Historical Society and the past co-editor of the International Review of Comparative Public Policy. He has directed academic programs and projects in Asia, Europe, Eurasia , Middle East, Africa and South America. For more than a decade, Mr. Smith served as the president and executive director of the Midwest Consortium for International Activities, Inc.(MUCIA), a nonprofit corporation which assisted select US universities(Michigan State University, University of Illinois, University of Minnesota, Purdue University and The Ohio State University )and other collaborating US and non-US universities)to initiate international projects. MUCIA established a sustained record of more than 50 years in implementing educational and technical assistance collaborations and partnerships with universities and public and private sector organization around the world. Dr. Smith has served as a visiting research economist for United States Department of Transportation, staff economist for the US Senate as well as consulting and implementing administrative roles on behalf of the US Federal Trade Commission, US Department of Agriculture, US Department of State, US Agency for International Development ,US Department of Commerce and select private sector organizations.

Dr. Smith is Chair of the Board of directors of PH International, Inc., a US non-profit corporation which implements public and private sector educational and technical assistance projects and programs in the Eurasia, Eastern Europe, and Middle East. Mr. Smith is a managing partner and chairman of two Washington DC area companies-Global Resources Network llc. and Educational Engagement Consortia International LLC.
